Legally, no. You do not have to have children in car seats in private hire vehicles/taxis. Uber doesn't provide carseats and suggests you bring your own on their website

As an uber driver.. we can decline your ride if you don’t bring your car seat. Some uber drivers have a spare car seat with them, not sure how you would know this when ordering one. But from our end we can choose to list it as available.
